Tax Restructuring in Virginia: A Revenue Neutral Path for Improving Our Economy

Can Virginia’s tax system be adjusted in a way that would be revenue neutral and grow our economy over the next several years? This new study by the Thomas Jefferson Institute says “Yes.” By re-arranging some of our current taxes, Virginia could dramatically improve our economy and provide substantial tax relief to our citizens. At the same time, we could eliminate three unfair and anti-competitive taxes that have harmed economic growth in our state. And all of it can be accomplished in a “tax neutral” manner that would avoid the traditional “battle lines” over tax policy.
