Michael Thompson, President of the Thomas Jefferson Institute for Public Policy, urged the General Assembly to restructure the Virginia tax code in a revenue neutral way that could create tens of thousands of jobs. Thompson was testifying for the second time before the Small Business and Manufacturing Development Commissions.
