President

 Michael W. Thompson
Michael W. Thompson — Michael Thompson is currently the Chairman and President of the Thomas Jefferson Institute for Public Policy, a non-partisan Virginia focused foundation dealing with the issues of improving education, government reform, economic development and environmental stewardship. This foundation is the state’s premier independent public policy foundation and has gained broad based respect from political and business leaders throughout Virginia.

 
            Prior to working for the Thomas Jefferson Institute, Mr. Thompson was for 24 years the owner and president of the Thompson Creative Marketing Group, a nationally recognized marketing and public affairs company in Springfield, Virginia. He was also the president of the Mather Furniture Company, a family owned business in Georgia. He is the past Chairman of the Virginia Leadership Council, the state’s Board of Directors for the National Federation of Independent Business (NFIB), the nation’s largest small business organization with over 6,000 members in our state, and remains on its Board of Directors. He served on the Attorney General’s Regulation Reform Commission in 2008-2009 as a member of the Infrastructure Task Force and on Governor-elect Bob McDonnell’s transition team on Government Reform. He is a member of the “Grow by Degrees” committee focused on higher education.
 
Mr. Thompson has been an active leader in the Virginia Republican Party and served in many leadership capacities at the state and local level. Thompson co-chaired the Bob McDonnell for Governor’s Government Reform Issues Committee during the campaign of 2009. He is active in his community and served three terms as President of the Springfield District Council, an organization representing over 200 homeowner associations.  He has served many years on the Executive Committee of the Fairfax Federation of Civic Associations (the umbrella organization for all homeowner associations in Fairfax County). He helped found and remains on the Board of Directors of the Occoquan Watershed Coalition in Fairfax County. He was the Governor’s appointee to the Small Business Assistance Compliance Advisory Board for the Department of Environmental Quality, served on the Board of Directors for several years of the Washington DC area chapter of the National Kidney Foundation, and has served on several Fairfax County commissions and task forces. He also serves as Vice Chairman of the internationally renowned Fund for American Studies working with college and university student leaders around the world to promote a market economy and free political systems.
 
Mr. Thompson has two grown children raised in Virginia and five grandchildren. He and his wife, Katherine, reside in Springfield, VA.

Mr. Christian N. Braunlich
Mr. Christian N. Braunlich — Chris Braunlich is vice president of the Thomas Jefferson Institute for Public Policy, Virginia’s non-partisan public policy foundation. He served eight years on the Fairfax County School Board, the nation’s 12th largest school system, where he was a strong advocate of educational accountability and research-based reading programs. Mr. Braunlich has served as Chief of Staff to Congressman John LeBoutillier, Assistant Vice President of Public Affairs for the National Association of Manufacturers, president of the Alexis de Tocqueville Institution, and vice president of the Center for Education Reform. In 2009-10, he served as a member of Virginia Governor Bob McDonnell’s Transition Working Group on Education. His articles have appeared in dozens of publications, including The Washington Post, The Baltimore Sun, The Northern Virginia Journal, The Washington Times, and The Fredericksburg Free Lance-Star.

He is a graduate of Hofstra University in Hempstead, NY, and resides in the Alexandria area of Fairfax County with his wife, Eileen. They are the parents of four children, Christian, Stephen, Brian, and Catherine.

Senior Fellow on Government Reform

 Leonard  Gilroy
Leonard Gilroy — Leonard Gilroy is the Thomas Jefferson Institute’s Senior Fellow on Government Reform, and Director of Government Reform at Reason Foundation, a nonprofit think tank advancing free minds and free markets. Mr. Gilroy, a certified urban planner (AICP), researches privatization, government reform, transportation, infrastructure, and urban policy issues.

 
            Leonard Gilroy has a diversified background in policy research and implementation, with particular emphases on public-private partnerships, competition, government efficiency, transparency, accountability, and government performance. Mr. Gilroy most recently served as an advisor to Virginia Governor Bob McDonnell’s transition team on budget and government reform issues, and has worked closely with legislators and elected officials in Texas, Arizona, Louisiana, Utah, Virginia, California, and several other states in efforts to design and implement market-based policy approaches, improve government performance, enhance accountability in government programs and reduce government spending.
 
            Since early 2009, Mr. Gilroy has led Reason’s partnership with the administration of Louisiana Governor Bobby Jindal to research and develop a range of privatization opportunities within the Louisiana Division of Administration and develop a statewide privatization program.
 
            Heis the editor of the world’s most respected newsletter on privatization, Privatization Watch, and is the editor of the widely-read Annual Privatization Report, which examines trends and chronicles the experiences of local, state, and federal governments in bringing competition to public services.
 
            Mr. Gilroy also edits Reason’s annual Innovators in Action report, which profiles public sector innovators in their own words, including former U.S. Transportation Secretary Mary Peters, former Florida Governor Jeb Bush, Indiana Governor Mitch Daniels, Texas Governor Rick Perry, Georgia Governor Sonny Perdue, former New York City Mayor Rudy Guiliani and more.
 
           His articles have been featured in such leading publications as The Wall Street Journal, Los Angeles Times, New York Post, The Weekly Standard, Washington Times, Houston Chronicle, Atlanta Journal-Constitution, Arizona Republic, San Francisco Examiner, San Diego Union-Tribune, Philadelphia Inquirer and The Salt Lake Tribune.
 
            Prior to joining Reason, Mr. Gilroy was a senior planner at a Louisiana-based urban planning consulting firm. He also worked as a research assistant at the Virginia Center for Coal and energy Research at Virginia Tech. Gilroy earned a B.A. and M.A. in Urban and Regional Planning from Virginia Tech.
 

 

Director, Center for Environmental Stewardship

Dr. David  Schnare
Dr. David Schnare — Dr. David Schnare, Esq., Ph.D. is an attorney and scientist with 40 years of federal and private sector experience consulting on and litigating local, state, federal and international environmental legislative, regulatory, risk management and free-market environmentalism issues.

He received his Ph.D. from the University of North Carolina (1979) and Juris Doctor Cum Laude from the George Mason University School of Law (1999).

 
Formerly the nation’s Chief Regulatory Analyst for Small Business in (Office of Small Business Advocacy), Dr. Schnare has experience on Congressional staff, as a trial lawyer with the U.S. Department of Justice and the Office of the Virginia Attorney General, as senior enforcement counsel at the U.S. Environmental Protection Agency, and as an appellate attorney for private clients. He is a member of the Bars of the United States Supreme Court, U.S. Courts of Appeal for the Second and Fourth Circuits, and the Supreme Court of Virginia.
 
Dr. Schnare is an administrative law specialist and has served on the ABA’s Administrative Law Council and as Deputy Chairman of the Administrative Law and Regulatory Practice Section’s Continuing Education Committee. His practice has included a federal, state and local caseload.   He maintains an active program of academic research supporting local and state legislative initiatives and has federal regulatory experience with EPA, OSHA, IRS, NMFS, NOAA, FDA, HRSA, ATSDR, CDC, FAA, Bu.Rec., BLM, MMS, FWS, and the Corps of Engineers. In addition to his position as a Senior Attorney in EPA’s Office of Enforcement and Compliance Assurance, Dr. Schnare is Director of the Center for Environmental Stewardship at the Thomas Jefferson Institute for Public Policy (pro bono). He has served as a Director of the George Mason University School of Law Alumni Association Board, and serves as Director of the Occoquan Watershed Coalition and as Chairman of the Coalition’s Environment and Land Use Committee.
 
In addition to legal responsibilities, Dr. Schnare has managed EPA’s Office of Ground-Water and Drinking Water Economic, Legislative and Policy Analysis Branch and has made contributions on a variety of environmental and policy issues, as reflected in his published works. He is the author and editor of 60 books, chapters, and major articles on environmental management, policy and law.
